Construction Monitoring Officer

Background:

Kenya is among the five countries participating in the East Africa Public Health Laboratory Networking Project (EAPHLN) funded by the World Bank (IDA).

This five year project aims to support a network of efficient, high quality, accessible public health laboratories for the diagnosis and surveillance of Tuberculosis and other communicable diseases.

In each country a project coordination team is being set-up to support implementation of the project and it is proposed to engage a construction monitoring officer to provide overall technical support to the Laboratory project construction in six sites in Kenya i.e. Wajir, Kitale, Busia, Nairobi, Malindi and Machakos.

Construction Monitoring Officer

Scope of Work:

The overarching objective of the assignment is to provide operational support on construction matters to the Project Manager designated as the Head, Department of Disease Prevention and Control (Head - DDPC) and the Project Coordinator to ensure efficient planning and timely implementation of the construction project activities and meeting the project reporting requirements.

Specific responsibilities of the Construction Monitoring Officer will include:
    •    Liaise with the consultants and client for the purpose of statutory approvals
    •    Monitor the contractors compliance with safety and environmental requirements
    •    Monitor the consultancy’s and contractor’s progress and give periodic reports to the Project Coordinating Unit.
    •    Attend the Contractor’s planning and management meetings, site meetings and report on their quality and compliance plans.
    •    Review contractor submittals and coordinate responses
    •    Make constant inspections of structural and civil works and assure conformance with approved designs.
    •    Monitor compliance with all quality requirements for the works
    •    Follow up enquiries from the Contractor and advise the Project Coordination unit
    •    Advice the Project Manager and Project Coordinator on all matters that may affect quality and time on the construction project in all the six sites and how to deal with them.
    •    Maintain site records, e.g. inspector’s daily reports, site photo and records.
    •    Maintain all site records on potential or notified claims and act as primary source of information on all matters relating to Civil and Structural work.
    •    Monitor and witness tests all materials and review results and report on compliance and risks.
    •    Mentor junior staff including Clerks of Works and any other staff than may be deployed on site on secondment or otherwise.
    •    Review and ensure compliance to the contract/s entered into by client and contractors at various sites.
Qualifications and Experience:

Desired Education:
    •    Be in possession of a Bachelor’s Degree in Architecture or Civil/Structural engineering from a recognized institution. Possession of a Master’s degree in the same fields will be an added advantage.
    •    Registered with the Engineers Registration Board or Institute of Engineers in Kenya as an architect or civil or structural engineer.
    •    Have a current valid annual practicing License from the Engineers Registration board of Kenya
    •    Have a corporate membership with the Institution of Engineers of Kenya.
    •    Have a certificate of attendance of a project development and management course lasting not less than four (4) weeks from a recognized institution.
    •    Have a certificate of attendance of a strategic leadership development course lasting not less than six (6) weeks from a recognized institution.
Desired Experience:
    •    Minimum of five years of post registration work experience in construction projects in the country and offering technical expertise in monitoring construction work.
Desired Skills:
    •    Demonstrated general administrative ability required for direction, control and implementation of civil/ structural works programmes.
    •    Demonstrated ability to excel in a multi-tasked team environment and to work independently with minimal supervision.
    •    Demonstrated success in managing large quality assurance in large construction projects
    •    Experience of administering design/build contracts using FIDIC Conditions of Contract.
    •    Proficient in MS Office and AutoCard computer reporting and design packages.
    •    Articulate and can present clearly and professionally to experts in design and quality assurance matters.
    •    Culturally aware - used to handling a multi-cultural, multi-religious staff.
Reporting:
    •    The officer will report and work under the overall supervision of the Project Manager (Head, Department of Disease Prevention and Control) and supported by the Project Coordinator.
    •    The officer will liaise with the district/county satellite laboratory management and the Ministry of Public Works experts
Deliverables:
    •    Weekly/Monthly activity reports as required
    •    Quarterly project progress reports as required under the project.
Duration of Contract: 18 month non-renewable contract

Duty Station:
    •    The officer will be based in Nairobi and will be expected to travel at the six construction sites on a regular basis upon instruction and authorization from the Project Manager.
Compensation:
    •    A competitive salary will be offered as per consultant terms
    •    Other benefits (medical and house allowance) and at the end of contract, gratuity allowance will apply.
