Objective of the project


DAI is anticipating a donor-funded Security Sector Reform programme in Kenya, focused on community policing and gender policing. 

Scope of Work

Working closely with the donor and relevant Ministries in the Government of Kenya and county government bodies, the Team Leader will play a key role in setting the vision for this programme, building and managing relationships with high level programme stakeholders, and facilitating dialogue between both state and non state actors. 

He/she will hold ultimate responsibility for delivering results through the programme, through overseeing inputs and managing a team of local and international experts. 

In consultation with all the key stakeholders, the team leader together with the wider team will identify and develop options to improve capacity and accountability of security and justice providers (state and non state) to respond to community needs and the specific needs of women and girls.

Duties and Responsibilities:
  • Provide strategic vision to the programme
  • Provide leadership and direction to all programme deliverables
  • Build and manage strong working relationships with high level government officials
  • Act as primary relationship holder and liaison with donor, with overall responsibility for programme reporting
  • Lead programme networking and institutional outreach
  • Ensure quality of the programme delivery through management and mentoring of national and international team members
  • With substantial support from the Operations and Finance Manager, ensure project finances and management practices are in compliance with DAI and donor contractual rules and regulations
  • Direct and collaborate with programme partners on issues of overall programme strategy and implementation
  • Lead in innovative and best practice approaches to Security Reform
  • Primary point of contact with DAI Head Office on programme, implementation, personnel, and budget issues
  • Ensure quality delivery of reports and their timely submission
Required Key Skills & Qualifications:
  • Advanced degree in social science, criminal law, police & investigations, or a related field
  • 10 years or more of experience in international development, with at least 5 years providing advisory services to key police sector institutions and host Government partners or equivalent
  • Previous Team Leader experience on a complex, multi-million donor funded programme
  • Strong understanding of community policing models
  • Senior Level experience in a police force or service, highly desirable
  • Experience in managing successful security sector strengthening efforts in the areas of community policing and gender-responsive policing
  • Long-term field experience and strong understanding of security reform, preferably in Kenya and the region
  • Demonstrable experience in integrating gender into security reform programs
  • Proven track record in developing and maintaining relationships with high level government officials
  • Programme strategy development experience, including work planning and activity budgeting
  • Familiarity with Project Management tools and monitoring (milestone planning, logframes, etc.)
  • Experience in managing international and national teams from diverse cultural backgrounds
  • Strong skill set in reporting and monitoring and evaluation
  • Long-term experience working with donors such as DFID, UNDP, World Bank
  • Strong skill set in reporting, finance, budgeting and monitoring and evaluation
  • Strong track record in providing strategic leadership, managing change and implementing innovative approaches
  • Demonstrated excellent programme report writing skills in English required
