Kenya Cereal Enhancement Programme

Recruitment of Programme Coordination Unit Staff

Background: The Ministry of Agriculture, Livestock & Fisheries, State Department of Agriculture, is rolling out the Kenya Cereals Enhancement Programme (KCEP) whose objective is to contribute to National Food Security. 

The programme is funded by European Union through IFAD. 

The Ministry wishes to recruit competent and qualified persons to the following position:

Planning, Monitoring and Evaluation Officer (PME) – Nairobi

The Planning, Monitoring and Evaluation Officer will work under the supervision of the Knowledge Management, Communication and Visibility Officer (KVC).

Duties and Responsibilities include:-

(a) Developing and running a Monitoring & Evaluation and associated Management Information Systems for managing data and information for overall monitoring, and for the collection and analysis of data on programme achievements and impact, based on a set of gender disaggregated indicators in line with the programme logical framework and stakeholders’ information needs;

(b) Conducting baseline surveys at the beginning of the programme;

(c) Coordinating the preparation and monitoring the implementation of the AWPB;

(d) Ensuring that all participating institutions keep records on their activities and feed this information into the Programme Learning System;

(e) Developing a simple reporting system for the monitoring of programme activities and preparing regular reports on implementation progress, performance and impact of operations;

(f) Organizing training on M&E for PCU members, implementing partners and counties, and providing technical advice to implementing agencies for preparation of AWPBs in compliance with reporting requirements.

For appointment to this position, applicants must have:-

(a) Bachelor’s degree in either Economics, Agricultural Economics or any other relevant/equivalent field from a recognized institution. A post graduate certificate in MIS or M&E will be an added advantage;

(b) Five (5) years’ working experience, three (3) of which must have been in M&E in a GOK or donor-assisted project;

(c) Ability to use advanced computer packages for quantitative and qualitative analysis and data base storage;

(d) Good knowledge and experience on the project cycle related activities and developments in the sector;

(e) Strong computer application and communications skills (oral, written, presentation); and

(f) Fluent in English and Kiswahili.
