Purpose of Post: 

Under the overall guidance of the Chief of Education and Young People (EYP) Section, and working with the Education Specialists, the incumbent will be particularly responsible for:

Major Duties and Responsibilities:
  • Technically facilitate the Ministry of Education (MOE) to develop and implement an Early Childhood Development Education (ECDE) strategy to guide the national and county level ECDE policy framework and implementation in Kenya, including a review of national and cross-sectoral policies related to ECDE, the County EDCE guidelines, and international interventions and policy frameworks on ECDE.
  • Develop an ECDE knowledge base and a study on public finance related to ECDE at county level.
  • Undertake national-level advocacy and engagement with policy makers for ECDE teacher recruitment, in line with the new constitution as well as the MOE prioritization and implementation of ECDE activities.
  • Support the national Technical Working Groups for implementation of the ECDE policy and action plan including ECDE expenditure tracking and budget monitoring at MoE.
  • Provide technical and coordination support to the Ministry counterparts and partners in mainstreaming the Kenya School Readiness Assessment Tool (KSRAT) and the ECD guidelines for County Governments. 
  • Coordinate with KCO Field Offices (Kisumu, Turkana) and provide technical and budget management support to the ECDE programmes funded by the Conrad Hilton Foundation and the UN Human Security Trust Fund.
  • Support the Kenya Institute of Education (KIE) to finalize and launch the ECDE transition manual to be used by tutors in primary teacher training college.
  • Undertake results monitoring of ECDE activities and hold responsible for proposal development and reporting for ECDE (i.e. donor reports, section updates, briefing note, concept notes, proposals etc) in line with ECDE-related PCR/IR of the EYP Section.
Required Qualifications: 

Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, or a Social Sciences fields relevant to international development assistance.*

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

The United Nations World Food Programme (WFP) is looking for a qualified candidate to fill the post of Senior Human Resources Assistant in support of the Regional Bureau for East & Central Africa (OMN), based in Nairobi, Kenya.

Duties and Responsibilities: 

Under the direct supervision of the Regional HR Officer, the Senior Human Resources Assistant will be responsible for the following tasks:
  • Guide, train and supervise other support staff in the area of responsibility; arrange for and/or attend meetings on day-to-day basis on human resources matters; participate in discussions of new or revised procedures and practices, interpret and assess the impact of changes, and make recommendations for follow up action;
  • Review candidate applications for advertised vacancies;
  • Issue contracts and/process all types of human resources transactions;
  • Assist in briefing/debriefing staff members on issues relating to human resources matters;
  • Assist the Human Resources Officer in reviewing the contractual status of staff in order to ensure contracts are prepared on timely basis and reviewed before the deadline;
  • Oversee the data input into human resources related databases by HR assistants and provide guidance on data input and validation;
  • Assist and/or provide support in recruitment of national/local staff in the National Officer and General Services categories;
  • Assist with recruitment administration, including employment applications, shortlisting and a CV database in line with the recruitment needs;
  • Maintain data integrity in databases, and initiate corrective actions when necessary;
  • Draft or prepare correspondence to respond to enquiries on relevant human resources matters; review correspondence drafted by HR assistants prior to clearance by the Human Resources Officer as appropriate;
  • Evaluate, develop, and recommend procedures. Participate in discussions on new/revised procedures and practices; interpret and assess the impact of changes and make recommendations on follow up actions;
  • Compile and maintain payroll data, reconcile errors and update payroll information by collecting, calculating, and entering relevant data including overtime;
  • Prepare induction briefings for new staff and re-assigned international staff;
  • Perform other related duties as required.
Expected Results:  
  • Well organized, reports and/or records, put together independently with only general guidance. 
  • Well organized work with accurate information and databases; efficiently supervised team of support staff or work unit.

Qualifications and Experience

Education: Secondary school education supplemented by a Diploma in Human Resources, Business Studies or related field, Knowledge of modern office procedures and communications skills.
Experience: At least five years of progressively responsible work experience including at least three years in a human resources or another related field and at least one year at the G5 level or equivalent.

Knowledge: Experience in utilizing computers, including word processing, spreadsheets, and other WFP standard software packages and computerized payroll systems. Specialized knowledge of WFP rules and regulations and policies and practices in the specific area of work. Knowledge of WFP manuals in the area of human resources administration. General knowledge of UN system policies, rules, regulations and procedures governing human resources administration.

Language: Fluency in both oral and written communication in English essential.

Other desirable skills: Knowledge of WFP manuals in the area of human resources administration. Working knowledge (level C) and/or limited knowledge (level B) of other WFP official languages depending on area of work. Formal training in administration or human resources.

Research Assistant

Recruiting a Research Assistant - Markets and Agro-enterprise Development

The International Center for Tropical Agriculture (CIAT) – a member of the CGIAR Consortium (www.cgiar.org) – develops technologies, innovative methods, and new knowledge that better enable farmers, especially smallholders, to make agriculture competitive and profitable as well as sustainable and resilient. 

CIAT conducts research for development in tropical regions of Latin America, Africa, and Asia (www.ciat.cgiar.org).

The Position:

CIAT is seeking a Research Assistant to work as a member of the markets team within the Pan-African Bean Research Alliance-PABRA (http://pabra-africa.org) contributing towards facilitating the scaling out of market linkage efforts, collecting and analyzing data and documentation of the outcomes of the market activities. 

The Research Assistant will provide capacity development to national research programs on market linkages, strengthening bean platforms and other Agro-enterprise development activities related to CIAT’s work in Africa. 

He/she will also provide support in designing and conducting bean product and related market studies and surveys, as well as the statistical analyses of markets data in Africa.

The candidate shall have the following competencies, skills and experience:
  • Master’s Degree in Agribusiness, Marketing, Agricultural Economics, Economics and Management or related fields
  • At least three (3) years’ experience in research and facilitating marketing activities with multiple stakeholders along the marketing value chain
  • Experience in managing market surveys of different actors along the value chain with a good understanding of the problem of market access in Africa
  • Experience in both quantitative and qualitative data analysis using statistical and Econometric models, statistical and other software (Stata, SPSS, Ms-Access etc.)
  • Good report writing and oral communication skills
  • Strong ability to co-ordinate, prioritize and organize workload; take initiative and work under pressure
  • Willingness to travel and ability to work in a multi-cultural environment
Terms of employment:

The position is nationally recruited and based at the CIAT Offices in Nairobi, Kenya. 

The contract will be for a two-year period, subject to probation period of three (3) months, renewable depending on performance and availability of resources.
