Head of County Budgeting

Reporting to the Chief Officer, finance and planning, the Officer will be head of the Budget Division

and will be responsible for ensuring the formulation of accurate budget and monitoring the budget

expenditure in the county.

Duties and Responsibilities

Consolidating and prioritizing areas for allocation of public Resource for the county
Consolidating and rationalizing budget proposals from all Departments
Identify programmes at the County level, by consolidating programmes at the sub county levels for inclusion in the project based budget.
Preparing guidelines and submitting the County Fiscal strategy paper in line with national objectives in the budget policy strategy to the chief officer, Finance and Planning
Preparing and submitting the County Budget Review outlook paper to the chief officer
Preparing relevant bills for submission to the County Executive - Finance and planning
Providing guidelines on the preparation of the budgets of sub county level
Dealing with issues pertaining to Expenditure, monitoring and control.
Advising the County Treasury on Budget management and Assessing the risks involved in new and existing budget policies.
Monitoring the efficient use of resources at sub county level
Any other duty as assigned by the Chief Officer, Finance and planning.

Requirement for Appointment

Be a Kenyan Citizen
Be a holder of a Bachelor’s degree in Accounting /Finance/ Business Administration / Economics from a university recognized in Kenya.
A master’s degree in the relevant area will be an added advantage.
CPA (K) or ACCA qualifications
Be able to demonstrate familiarity with public financial management, budgeting and accounting systems.
Have relevant knowledge and experience of not less than seven (7) years in public service or the private sector.
Satisfy the requirements of chapter six of the constitution
Be proficient in the use of IT
