Responsibilities include:
· Serve as the primary point of contact between Chemonics and USAID/East Africa
· Oversee day-to-day management and implementation of legislative strengthening activities
· Ensure quality control
· Manage long- and short-term personnel
· Guarantee appropriateness and responsiveness of assistance
Qualifications:
· Advanced degree in a relevant social or administrative science required
· Minimum 10 years of experience with USAID or other donor-funded legislative strengthening programs or working at the management-level within a legislature, preferably in a fragile or post-conflict environment
· Progressively responsible managerial experience implementing complex donor-funded activities and motivating a culturally diverse workforce
· Track record of being a proactive project director or successful chief of party who collaborates effectively with counterparts, other contractors, and donors
· Demonstrated leadership, versatility, and integrity
· Fluency in English required; Somali language skills highly desired
Parliamentary Strengthening and Development Team Lead
Chemonics seeks a long-term parliamentary strengthening and development team lead for the anticipated five-year, USAID-funded Strengthening Somalia’s National Parliament project.
The Mogadishu-based project aims to build the deliberative capacities of Somalia’s legislatures to promote good governance and promote stability, reconciliation, and peace-building in the state formation process.
We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
· Provide oversight for the national parliament, regional assemblies, and local deliberative bodies components;
· Serve as the technical lead in improving parliamentary functioning related to the law-making process, improving constituent relations, representation, and reconciliation, and enhancing the Somalia Federal Parliament’s role in the state formation process;
· Support the parliamentarians’ abilities to better understand, develop, and pass priority legislation to implement the provisional constitution;
· Strengthen nascent democratic practices of local deliberative bodies and encourage inclusion, transparency, and linkages with targeted local communities and national actors.
Qualifications:
· A master’s degree in a relevant technical field;
· Five years experience engaging legislative processes at the national and regional level;
· Five to eight years of experience with a USAID-funded project or similar international organization preferred;
· Progressively responsible managerial experience implementing complex donor-funded activities and motivating a culturally diverse workforce;
· Several years of experience working in fragile states and high-level conflict zones required, experience working in Somalia highly preferred;
· Demonstrated leadership, versatility, and integrity;
· Fluency in English required, with Somali and/or Arabic language skills highly desired.
Outreach and Citizen Participation Team Lead
Chemonics, a U.S.-based international development firm, seeks a long-term outreach and citizen participation team lead for the anticipated five-year, USAID-funded Strengthening Somalia’s National Parliament project.
The Mogadishu-based project aims to build the deliberative capacities of Somalia’s legislatures to promote good governance and promote stability, reconciliation, and peace-building in the state formation process.

· Provide oversight for the outreach and citizen participation component;
· Serve as the technical lead in supporting the creation of linkages between members of national parliament, regional parliaments, local government representatives and civic actors for constructive dialogue on legislative processes;
· Support the parliament’s communications office and parliamentarians to launch effective media outreach, increasing citizens’ understanding of the parliament’s mandate and successes;
· Assist in the creation of platforms for constituents to raise issues with national, regional, and local government bodies, with a focus on youth, women, and marginalized groups.
Qualifications:
· Five years experience engaging civic actors – particularly women, youth, marginalized groups, and the media – with national, regional, or local level governments;
· Five to seven years’ experience with a USAID-funded project or similar international organization preferred;
· A master’s degree in a relevant technical field;
· Progressively responsible managerial experience implementing complex donor-funded activities and motivating a culturally diverse workforce;
· Several years of experience working in fragile states and high-level conflict zones required, experience working in Somalia highly preferred;
· Demonstrated leadership, versatility, and integrity;
